WTSA NEWS FOR WEDNESDAY SEPTEMBER 11th 2024

A man from New Hampshire, charged with the murder of an individual in Vermont, has entered a plea of not guilty to the charge of first-degree murder. According to court documents, Paul Lachapelle, 28, from Littleton, allegedly received cash and drugs as compensation for the killing of 38-year-old Justin Gilliam in Springfield in June 2022. During a court appearance on Tuesday morning, Lachapelle maintained his not guilty plea and was remanded without bail. The state’s attorney for Windsor County refrained from commenting on the possibility of additional charges, referencing an ongoing investigation.

A couple faces federal charges for two bank robberies and an attempted robbery at a marijuana dispensary in southeastern Vermont. Christopher Boisvert, 37, and Meghan Cox, 39, were indicted by a federal grand jury for crimes committed on August 26, which prompted heightened alert among authorities. The couple, residing at a seasonal campground in Swanzey during the incidents, appeared before a federal magistrate in Burlington last week. The U.S. Attorney’s Office requested their continued detention, labeling them a flight risk and a public danger. They are charged with conspiracy to commit robbery, including a failed attempt to rob a dispensary and armed robberies at two banks in Bellows Falls and Brattleboro.

The Environmental Protection Agency says Vermont falls short when it comes to enforcing clean water regulations. The EPA issued a letter on Monday arguing the state does not properly regulate farm
pollution under the Clean Water Act. The agency says Vermont does
not do enough to regulate large-scale agricultural facilities which they
say can contribute to severe water quality problems around the state.
The letter directs the state’s Agency of Natural Resources to establish
a system for agricultural regulation.

If you are found ineligible for assistance, the letter will explain the reasons. It is possibly something as simple as missing documentation or information.

Federal aid is essential for students applying to college. However, delays in the Free Application for Federal Student Aid (FAFSA) last year forced students to select schools without knowing their financial assistance. To address this, the Vermont Student Assistance Corporation (VSAC) is utilizing U.S. Department of Education funding to provide necessary information to Vermonters during the application process. This summer, VSAC President and CEO Scott Giles announced that the organization has conducted numerous in-person and virtual workshops to guide Vermonters through the FAFSA process. Since June, approximately 5,000 Vermonters have received assistance in submitting their Free Application for Federal Student Aid, which enables students to access federal and state grants, loans, and work-study opportunities.
