On Thursday, Vermont Legal Aid, a non-profit law firm, celebrated what they termed “a significant victory for housing justice” following a ruling in their favor by a Vermont citizen’s panel. The firm noted that the Vermont Human Services Board (VHSB) made a decision based on the interpretation of an 80-day limit in the 2026 state budget, which was signed into law in May. Additionally, the state budget mandates that individuals eligible for the hotel-motel program must be provided housing again during the upcoming winter, from December 1 of this year until March 31, 2026. The VHSB’s decision does not alter this requirement. In June, the Vermont legislature passed the Emergency Temporary Shelter Program bill, which aimed to continue the hotel-motel program in a modified format. However, this bill was vetoed by Governor Phil Scott, who argued that the state had already allocated excessive funds to what he referred to as “a failed program.”
