On Wednesday, Vermont Governor Phil Scott vetoed a significant reform of the state’s hotel-motel program. This bill sought to establish an alternative to the existing program that provides shelter for homeless Vermonters. It proposed transferring the program’s management and responsibility to various community action agencies, rather than the Agency of Human Services. Unless the legislature manages to override the veto, which seems improbable given the absence of a two-thirds majority in both chambers during the bill’s passage, the state will maintain the current system as outlined in the state budget. Presently, the state is funding 1,100 rooms, and individuals currently residing in hotels may remain until they reach their 80-day limit.
Almost a year and a half after the tragic passing of 23-month-old Luca Hudson in Keene, a Cheshire County Grand Jury has indicted his mother’s boyfriend, 22-year-old Annthoni Bliss, on charges of second-degree murder. New Hampshire Attorney General John M. Formella announced this update on Tuesday via a news release. The indictment claims that Bliss caused the toddler’s death through “abusive violence” and neglected to seek timely medical assistance, actions described by the Attorney General’s Office as showing “an extreme indifference to the value of human life.” Bliss is set to be arraigned on July 10 in Cheshire County Superior Court.
Vermont’s attorney general has published a new guide that clarifies the rights of immigrants and noncitizens. Attorney General Charity Clark’s guide, titled Know Your Rights, explains the responsibilities of federal and local police, as well as the rights of Vermonters. It covers topics such as the request for an interpreter, the procedure for officers to identify themselves, and the right to consult with a lawyer. Currently, the guide is available in English, with a Spanish version expected to be released shortly.
Your cycling could be rewarded due to a new proposal from Vermont Senator Peter Welch. Welch has put forward the Bicycle Commuter Act of 2025. This act aims to restore the federal nontaxable bicycle commuter benefit to motivate more Americans to cycle to their workplaces. This entails a reimbursement of $20 per month from employers to employees who commute by bicycle. The policy that was in effect in 2009 was suspended by a bill in 2017, but now, Welch seeks to reinstate it. Additionally, the new legislation would permit electric bicycles, bikeshare, and scootershare services to qualify for this benefit.
Vermont Governor Phil Scott enacted a law on Wednesday that limits the cost of drugs administered via infusion or injection in hospitals. The new cap is set at 120% of the average sales price or lower. Studies indicate that Vermont has the highest outpatient drug prices in the country. Hospitals claim this legislation will greatly affect their financial situation.
Starting next month, Vermont employees will experience modifications to unpaid leave. A new law will enhance flexibility for parents and caregivers, individuals coping with the loss of a family member, and victims of domestic violence. The forthcoming law will also introduce more inclusive terminology regarding the definition of family, particularly in relation to the LGBTQ+ community. Additionally, a significant change brought by this law is the assurance of bereavement leave.
