Vermont Governor Phil Scott presented the Democratic-controlled Legislature on Tuesday a $6.3 billion spending plan for the next fiscal year, a 2% increase over the current year.  During his speech Tuesday to a joint session of the Legislature at the Statehouse, Scott said his budget for the fiscal 2021 budget year that begins July 1 would be accomplished without any new taxes or fees.  One of the governor’s proposals would provide $1 million in tax incentives to encourage graduates of registered nurse and licensed practical nurse programs to stay in Vermont. Another would exempt military retirement pay from the state income tax.

 

The Vermont House advanced the proposal of a constitutional amendment to clarify the prohibition on slavery and indentured servitude (PR.2) on a vote of 145-0. The proposal of amendment passed the Senate in April .Vermont’s state constitution prohibits slavery, but the proposed amendment would eliminate part of the article and replace it with the statement, “slavery and indentured servitude in any form are prohibited,” as the current article does not protect those under the age of twenty-one..The proposed constitutional amendment now awaits consideration by the 2021-2022 legislature. If it passes both chambers again next biennium, the question will be on the ballot in 2022 for the approval of Vermont voters.

 

The elevator at the Brattleboro Transportation Center is being replaced, after October vandalism rendered the unit out of compliance with building safety codes. The new cab is not expected to arrive on site until the end of January or very early February. Once on site,  the installation will take three weeks. Town officials do not expect the new elevator to be fully operational until the second half of February.

 

Patrick Fleming, a Court Diversion case manager for Youth Services since 1981, has been  honored by the organization for his decades of restorative justice work in Windham County. Youth Services’ Court Diversion program involves victims, offenders, and community members in a constructive process that helps offenders repair the harm to victims and the community. Every year, this one program works with close to 300 referrals.
